I agree with your point that "there's no short-term evidence that building the capacity of already bloated, unwieldy ministries will bring systematic change. Those at the top have too much to lose if they let go of their authority." However, something has to be done because it is kind of bullshit for 9 billion dollars of our tax dollars to be misspent. I mean it looks very suspect
